United States, Scott #2519, used(o), 1991, Rate Change Transition Stamp, issued to cover the transition period after a postal rate change for first class mail up to 29 cents up from 25 cents, this is the sixth similar rate change stamp, so the sixth letter of the alphabet was used “F”, and the symbol Flower reinforces the “F”, hence a Tulip Flower was selected for the image, booklet stamp, one of the internal right side stamps in the booklet, imperforated right, perforated 11 on left, top, and bottom, four of the ten stamps in each booklet pane is so configured, this stamp is from the booklet of photogravure stamps issued by the Bureau of Engraving and Printing (BEP), similar stamps were also issued, as Scott #2520, by KCS Industries of Milwaukee, Wisconsin (a front organization for several printing operations used to give the air of competitive bidding for the government contract), the KCS stamps being less defined and less colorful, this BEP stamp has a distinct green border to the left of the flower petal and more detail in the leaf of the flower. and the color ‘jumps’ off the stamp, KCS stamps have just a fading black border to the left of the flower petal, less detail on the leaf, and an overall dull color to the flower and leaf, a non-denominated stamp issued at a counter selling price value of 29 cents, yellow, black, red, and yellow green, Scott 2019 Catalog Value: 25¢, nicely centered, light, black-inked, quarter circular, double-rimmed, socked-on-the-nose corner cancellation on the lower left and just into the main image, sound back, good perforations; centering and largely image clear cancel warrants a selling price premium This is not a 'bait-and-switch;' the stamp you see will be the one you receive.

I will send the purchase by US first class mail, since the relatively low value of the stamp does not warrant signature or tracking mail. Hence the buyer assumes risk of loss or non-delivery. I will keep a scan of my mailing to verify that the correct mailing address was used. If not satisfied, return the stamp to me at your own expense, and I will refund the cost, but not my postage to you. If the stamp is not as described, I will refund the cost and reimburse you for postage both ways.
