I personally received this item by the Minister of Communications of Chechenia for the printing of their fist official stamp.
At the same time the Russian Post was handling all mail and Chechenia Republic was preparing to take over the postal service and run their own postal services.
However, the Russian-Chechenia war ended all aspirations for a independend republic and Chechnia never had any domestic nor international postal service..
Any labels looking like postal stamps inscribed Chechenia or similar are only labels and not postal stamps.
