Background:
In March, 1958, the Central Committee of the Communist Party of China held a working conference in Chengdu.  At the meeting, Mao Zedong initiated merging small cooperatives into large
ones.  Soon, a ridiculous "merging drive" spread everywhere in countryside.  During the first 10 days of August Mao made inspection trips to Hebei, Henan, Shandong and repeatedly talked about merging cooperatives to form a large commune covering trade, industry, agriculture, commerce, schools,
and army.  Immediately, in newspapers, Mao´s talks about "People´s communes are excellent" were publicized.  Soon, people´s communes were set up throughout the countryside.  During the mid and the last ten days of August, the political bureau of Central Committee of the Communist Party held an enlarged conference in Beidaihe and made a decision to set up people´s communes in the countryside.  In less than 2 months, all villages in the countryside were organized into
people´s communes.  According to the initial idea expressed by some advocators in the central committee, the people´s commune is of socialist collective ownership by working masses, an economic organization that runs agriculture, forestry, husbandry, sideline production, fishery altogether and combines agriculture, industry and commerce into one.  Also, the people´s commune serve as a basic organ exercising power in the countryside.

Design:
This set contain 12 stamps which depict various aspects of life in people´s communes. The stamps were meant to express the good side of the people´s communes from various angles.
The 12-1 pattern depicts a pattern consisting of 5 crops. The background depicts a vast land on which combines are harvesting.  In far are a rising sun and factory buildings. In the center are 5 characters meaning "the people´s commune is just good", an assessment made by Mao Zedong himself.
The 12-2 central pattern shows that a peasant wearing a straw hat and with a towel draped on his neck is engaged in making steel.  The background depicts the small, simple and crude blast furnaces, lathes and ball-bearings used in mass production of steel, showing the characteristics of that special historical period.
The 12-3 central pattern shows a woman member carrying heavy bumper crop on her shoulders.  The background shows the prosperous scene of developed agriculture, forestry, husbandry, side-line production and fishery.
The 12-4 pattern shows a woman member, serving as a clerk selling cloth in a shop.  The background is diversified goods displayed on shelves.
The 12-5 pattern shows a male member with a white towel twined around his head -- a typical way peasants in North China attire themselves -- holding a book and reading carefully;  before an experimental desk on which a microscope and other scientific instruments are placed.  The background shows commune members are studying scientific and cultural courses.
The 12-6 central pattern shows a male member with a white towel twined around his head, carrying a gun on his shoulder, vigorously and vigilantly looking forward for any invading enemy.  The background shows commune members doing military trainings.
The 12-7 central pattern shows the scene in public dining hall of a commune.  A woman member in white gown smiling, holding a full plate of delicious food which is still steaming, serves her fellow villagers sitting around a dining tables, enjoying free meals -- a merit praised by those advocators as a superiority of the commune system.
The 12-8 pattern is a kindergarten  where a nurse is passionately and carefully watering a small flower, implying that the People´s Communes show great concern for young generations.  The background shows lovely children playing games.
The 12-9 pattern shows an old farmer, smoking in a mood of happiness and complacence.  The background shows others playing chess under a pine tree, reading newspaper and appreciating plum blossom.  This is an ideal about old folks enjoying safe and happy life in "old folks?home" provided by people´s commune.
The 12-10 pattern shows a woman member serving as a doctor.  She, carrying a medicine kit, is hastily going on her way to her fellow patients?homes.  The background shows wards, beds and patients in a hospital provided by people´s commune.
The 12-11 has a caption "entertainment".  The central pattern shows a smart young man, a commune member playing flutes.  The background shows commune members performing lion dance, dragon dance "rowing boats" on land and playing basketball game.
The 12-12 pattern has a five-pointed star as its core. Around it are five red petals, each of which bears a figure that represents respectively worker, peasant, clerk, student and soldier, implying that industry, agriculture, commerce, education, and army comprise the people´s commune,
flourishing like a  flower.  Around those petals are radiating rays of shining light -- an expression of what people believed in about the brilliant future of people´s communes.  These stamps are printed in a Chinese traditional folk painting with a bit more color tints.  The style shows simplicity and distinctness while adding variation to the stamps. They all have outstanding themes, bright color tones, jubilant atmospheres, wonderful and nice folk tinge.
